Digital Economy is the worldwide network of economic activities, commercial transactions and professional interactions that are enabled by information and communications technologies. Digital Economy is more broadly based on any of the many digital tools used in today’s economic world (E-business infrastructure: hardware, software, telecoms, networks, etc.; E-business; E-commerce; E-government).

Duty-station: Albania

Period of engagement: The intended commencement date for the project is May 2019 and the period of implementation of the contract will be 48 months from this date. Depending on each individual project, the engagement of the Experts will be for part-time positions and/or full-time positions.

TCN is requesting the Expression of Interest by Experts in the field of ‘Digital Economy’, as follows:

1)   Senior Experts
The Senior Expert will implement specific senior tasks identified among sub-projects activities, and include: preparation of pre-feasibility studies, feasibility studies and financial affordability analysis, detailed designs, budget and financing plans, tender documents, supervision of work and other technical assistance studies and services, for investment projects in Digital economy infrastructure. The Senior Expert will report directly to the SPM (Sectorial Project Manager) appointed to lead the sub-project implementation team.

Qualification and skills required:

• university degree in Computer Engineering, Telecommunications, Business Management, Business Informatics, Information Technology, Economics, or other Digital Economy related fields
• proficient in oral and written English language; knowledge of other languages is an advantage
• experience in working with: Mobile networks, Fixed broadband access networks, Transmission networks, Hosted services, Software based solutions, Digital transformation.
• 10 years of relevant working experience in tasks similar to the tasks to be provided applied to Digital economy and/or to similar projects
• 5 years of relevant working experience in the IPA countries (Albania, Bosnia and Herzegovina, Croatia, Iceland, Kosovo, Montenegro, North Macedonia, Serbia and Turkey) would be highly desirable
• experience with IFI (International Financing Institution) financed projects.

2)   Junior Experts
The Junior Expert will implement specific tasks identified among sub-projects activities, and include: preparation of pre-feasibility studies, feasibility studies and financial affordability analysis, detailed designs, budget and financing plans, tender documents, supervision of work and other technical assistance studies and services, for investment projects in Digital economy infrastructure.
